/ 23 February 2021

“The prevalent trade and use of illegal drugs has destroyed not only the physical, emotional, and mental health of its users but also disrupted their relationship with their respective families and the morality of society as a whole,” pahayag ng kongresista sa kanyang explanatory note.

“The use and addiction for these prohibited drugs have caused a number of drug related crimes such as robbery, theft, homicide, and rape,” dagdag pa ng mambabatas.

“The purpose of this bill is to institutionalize the participation of the youth in Anti-Drug abuse council in all levels so that the young and future generation will be able to proactively participate in the reform of our society specially the destruction of drug trade in the Philippines,” diin pa ng mambabatas.

Batay sa panukala, mandato ng Department of the Interior and Local Government, katuwang ang Department of Education, Commission on Higher Education at ang Philippine National Police na bumuo ng regulasyon para sa papel ng kabataan sa kampanya kontra droga.
