SENATOR SEEKS EQUITABLE CLASSROOM FUNDING FOR UNDERSERVED LGUs

/ 6 November 2026

SENATOR Pia Cayetano is pushing for a more equitable distribution of government funds for classroom construction, stressing that allocations must prioritize communities with the greatest need while addressing shortages in both urban and rural areas.

In a statement, Cayetano cited data from the Second Congressional Commission on Education (EDCOM 2) showing that more than half of local government units (LGUs) with the most severe classroom shortages did not receive funding for additional classrooms under the 2026 national budget.

She noted that while nine out of 10 first-class LGUs received classroom funding, only about half of fifth-class municipalities were allocated resources.

Despite having a combined requirement of 356 classrooms, 30 of these poorer municipalities received no funding.

Cayetano stressed, however, that classroom shortages are not confined to poor and remote communities, as urban areas are likewise grappling with overcrowded schools and growing student populations.

Some schools, she pointed out, have been forced to hold two to three class shifts daily just to accommodate learners.

She also cited United Nations projections that two-thirds of the world’s population will be living in urban areas by 2050, underscoring the need to anticipate the growing demand for classrooms in densely populated communities.

As the Senate reviews the proposed 2027 national budget, Cayetano said lawmakers must carefully scrutinize the distribution of classroom funds and ensure that allocations are guided by updated and reliable data.

She emphasized the importance of factoring in projected student enrollment and future classroom requirements, particularly in communities facing persistent shortages, including remote and disadvantaged areas.

Cayetano underscored that no child should be left behind because of where they live or study, stressing that every Filipino learner deserves access to a decent classroom and a conducive learning environment.
