LAWMAKER EYES GLOBAL TRAINING PROGRAM FOR OUTSTANDING STATE EMPLOYEES
SENATOR Mark Villar has filed a measure seeking to establish an advanced studies development program for outstanding government employees.
Under Senate Bill No. 1888, or the proposed Pensionado Act, Villar underscored the government’s duty to deliver public service that is responsive, efficient, and continuously improving.
In his explanatory note, Villar cited the growing global trend among governments to offer scholarship programs that allow citizens to pursue studies abroad.
He said supporting government employees in furthering their education overseas would not only enhance their professional performance but also strengthen their commitment to national development.
The bill proposes that qualified “pensionados” receive comprehensive support, including up to three years of paid leave, allowances and benefits, round-trip airfare and other travel expenses, a clothing allowance, monthly stipend, and funding for books, research, and instructional materials. It also includes health, travel, and insurance coverage.
Villar described the measure as a “win-win” for the country, noting it would help build a pool of highly trained specialists across various fields who can contribute their expertise to public service.
In the long term, he said the program could drive economic advancement, boost innovation, and expand the country’s global networks for partnerships and development opportunities.
“The country will never be on the losing side if we invest in knowledge and skills,” Villar said.
