LAWMAKER SEEKS TO MODERNIZE TESDA TRAINING PROGRAMS

ANG PROBINSYANO Party-list Rep. Alfred Delos Santos is pushing for a measure that seeks to update and modernize the country’s Training for Employment Program and Technical-Vocational Education and Training (TVET) under the Technical Education and Skills Development Authority (TESDA).
Under House Bill No. 8506, or the proposed TESDA Skills Training Act, Delos Santos emphasized the increasingly critical role of technical and vocational education amid rapid changes in the global workforce.
“Rapid technological advancements, digital transformation, and evolving industry requirements have fundamentally altered the nature of work,” Delos Santos said in his explanatory note.
The lawmaker noted that the Philippines continues to face challenges such as job-skills mismatch, youth unemployment, and the urgent need to upskill and reskill workers to keep pace with shifting labor market demands.
He stressed that strengthening the country’s technical education and skills development system is key to ensuring that Filipino workers remain competitive both locally and globally.
The proposed measure aims to enhance the country’s technical education framework by boosting the capacity of relevant institutions to update standards, improve curricula, and ensure that training programs remain aligned with both domestic labor market needs and international industry standards.
It also seeks to reinforce the existing legal and institutional framework by promoting greater responsiveness, quality assurance, and stronger alignment between training programs and the demands of emerging technologies and industries.
