SOLON URGES HOUSE PANEL TO CONDUCT PROBE ON THE IMPLEMENTATION OF ALTERNATIVE LEARNING SYSTEM
SORSOGON Rep. Bernadette Escudero is urging the appropriate House committee to conduct an inquiry into the necessary reforms for the effective implementation of the Alternative Learning System (ALS).
Escudero’s House Resolution 349 seeks to strengthen the lifelong learning pathway of the country’s education system.
She said it is imperative for Congress to look into the implementation of ALS to ensure that its objectives are fully realized and to determine the policy and structural reforms needed to improve its governance, funding, teacher development, data systems, and program offerings.
Escudero stressed the need to make ALS a truly effective component of the lifelong learning pathway and a strategic tool to reduce educational and socio-economic inequities in the country.
She added that experts also recommend generating and publicly releasing performance indicators from the ALS Management Information System, integrating it with the Enhanced Basic Education Information System, and establishing an advance release calendar for education indicators. This includes professionalizing ALS teaching through multi-year development programs and partnerships with higher education institutions.
Escudero also emphasized the importance of expanding ALS program offerings through blended learning models and specialized tracks aligned with local labor markets and regional economic needs, as well as strengthening governance and coordination through ALS committees at regional and divisional levels, in partnership with LGUs and community stakeholders.
