SENATOR SEEKS MANDATORY ROAD SAFETY, DRIVER EDUCATION IN SHS

SENATOR Raffy Tulfo is pushing for the integration of basic road safety and comprehensive driver education into the senior high school curriculum to help reduce road crashes and promote safer practices among young Filipinos.

Tulfo filed Senate Bill No. 2235, which seeks to require the teaching of basic road safety and comprehensive driver education as part of the senior high school curriculum.

The proposed measure cites road safety as a pressing public health and transportation concern in the Philippines, noting that road crashes continue to claim lives despite government efforts and road safety campaigns.

According to data cited in the bill’s explanatory note, an average of 32 people die every day in the Philippines due to road accidents.

The bill also cited Philippine National Police-Highway Patrol Group data showing 19,950 vehicle crash incidents recorded from January to August 2025.

Meanwhile, Department of Health data showed that 1,113 road crash injuries were recorded from December 21, 2025, to January 2, 2026, representing an 82-percent increase from the same period a year earlier.

The proposed measure said most road crashes were attributed to human error, including reckless driving, speeding, drunk driving and improper overtaking, which accounted for more than 87 percent of reported incidents.

Tulfo said strengthening road safety education at an early age could help address unsafe driving and commuting practices.

Under the proposal, senior high school students would be taught basic traffic laws, proper road etiquette, defensive driving principles, pedestrian safety and responsible commuting practices.

The measure would not only prepare students who may eventually become motorists but also promote road safety awareness among all road users, including passengers, pedestrians, cyclists and commuters.

Tulfo said empowering young Filipinos with practical knowledge and awareness about road safety could help prevent road crashes, save lives and foster a safer, more disciplined and responsible transportation environment.
