GROUP SEEKS JUSTICE FOR SLAIN FARMERS

THE ANAKPAWIS Partylist sought justice for the killing of three lumad Manobo farmers and a minor in Surigao del Sur and urged the International Criminal Court to investigate the attack.

Anakpawis Partylist National President and former representative Ariel Casilao said Willy Rodriguez, siblings Lenie and Angel Rivas, and a 12-year-old student were victims of Duterte’s “total war policy.”

He accused the Armed Forces of the Philippines of committing “an extremely inhumane atrocity.”

The former lawmaker said that Article 13 of the Protocol II or the 1977 Protection of Victims of Non-International Armed Conflicts to the Geneva Conventions mandates the protection of the civilian population.

It also prohibited acts or threats of violence against civilians.

Casilao pointed out that these extra-judicial killings are attacks on civil, political and socio-economic and cultural rights, which are protected under the International Covenant on Civil and Political Rights, and International Covenant on Economic, Social and Cultural Rights.
