EDCOM 2 HAILS PH’S BEST-EVER PISA PERFORMANCE, URGES SUSTAINED REFORMS
THE SECOND Congressional Commission on Education (EDCOM 2) has welcomed the release of the Philippines’ 2025 Programme for International Student Assessment (PISA) results, describing the country’s strongest performance to date as a significant milestone in its ongoing learning recovery efforts.
In the latest PISA cycle, the Philippines improved its average scores by 20 points in Mathematics, 17 points in Science, and 16 points in Reading compared with the previous assessment.
The country also recorded the largest improvement in Reading among OECD-participating education systems and ranked among the most improved in Mathematics, while posting gains in Science despite declines in many other countries.
EDCOM 2 said the results provide an important, evidence-based measure of learning outcomes and will serve as a key benchmark, alongside national and classroom assessments, in tracking the goals outlined in its Final Report and the National Education and Workforce Development Plan (NatPlan) 2026–2035.
The commission commended the Department of Education (DepEd) for its leadership in improving learning outcomes, while emphasizing that the achievement reflects the collective efforts of teachers, parents, local governments, civil society groups, volunteers, legislators, and communities that have worked together over the past three years to address the country’s learning crisis.
Moving forward, EDCOM 2 said it will work closely with DepEd to analyze the PISA data beyond the country’s overall ranking.
The review will examine how different groups of learners are progressing, identify school conditions that support better learning—such as safety, belonging, teacher support, and access to resources—and draw lessons from high-performing education systems.
EDCOM 2 stressed that the challenge now is to sustain the momentum, noting that education reform requires consistent policies, continuous implementation, and long-term national commitment to ensure lasting improvements for every Filipino child.
