BILL SEEKS MANDATORY TEACHING OF 1987 CONSTITUTION IN SENIOR HIGH SCHOOL

A LAWMAKER is pushing to strengthen civic education by requiring the integration of the 1987 Philippine Constitution into the Grade 12 Senior High School curriculum across all public and private schools.

Capiz 1st District Rep. Howard Guintu filed House Bill No. 7716, which mandates the inclusion of constitutional studies in senior high school programs nationwide.

In his explanatory note, Guintu pointed out that although the Constitution already promotes the teaching of civic values, patriotism, and citizens’ rights and duties, there remains a significant gap in public understanding of the country’s fundamental law.

Citing survey data from March 2023, he noted that 79 percent of Filipino adults have little to no knowledge of the Constitution, while only a small portion report having a deep understanding of it.

“This reflects a widespread deficiency in constitutional literacy,” Guintu said, warning that such a gap may weaken democratic participation, particularly amid ongoing discussions on potential constitutional reforms.

The proposed measure directs the Department of Education, in coordination with relevant agencies and academic experts, to design and implement a comprehensive course covering constitutional principles, rights, and responsibilities.

The bill underscores that equipping students with a stronger grasp of the Constitution will help develop informed citizens and responsible voters, ultimately reinforcing democratic institutions.

Guintu also cited jurisprudence affirming the Constitution as the supreme law of the land, emphasizing its role in defining both the rights of the people and the obligations of the State.

If enacted, the measure is expected to bolster civic education at a crucial stage in students’ academic development, ensuring that graduating senior high school students have a solid understanding of their role in a democratic society.
