SOLON PUSHES FOR CREATION OF PHILIPPINE YOUTH AND SPORTS DEPARTMENT 

PANGASINAN 5th District Rep. Ramon Guico III has filed a measure seeking to create and establish the Philippine Youth and Sports Department.

In his House Bill 4812 or the proposed Philippine Youth and Sports Department Act, Guico aims to homogenize leadership and unify the decision-making process to address the common issues encountered by different sports-related governing bodies.

The solon said encouraging the youth to engage in sports at their early stages of development creates better opportunities for success in the future.

He further explained that giving priority to amateur athletes and homegrown talents is the best possible way to ensure that they will showcase their skills and represent the Philippines to the best of their abilities. 

“The progress of an amateur athlete depends on the program that will be introduced by the State through single governing body. It will mainly focus on youth and sports development in coordination with the Department of Education, different local government units, and international organization,” the solon said in his explanatory note.

Based on the bill, the department to be created shall be the sole policy-making and coordinating body of all youth amateur sports development programs and institutions in the Philippines.

But, the DepEd will still be in charge of the school sports development program but with the assistance of the department.

The department to be created shall provide the leadership, formulate the policies and set the priorities and direction of all youth sports promotion and development.

It shall also encourage wide participation of all sectors, government and private, in youth sports promotion and development; and supplement government appropriations for youth sports promotion and development.(Dang Samson-Garcia)
