SOLON SEEKS PROBE ON MANDATORY IN-PERSON LEARNING MODALITY

AGRI Party-list Rep. Wilbert Lee filed a resolution urging the appropriate House Committee to conduct an inquiry in aid of legislation into the autocratic decision of the Legal Education Board on mandatory implementation of 100 percent in-person learning modality imposed to Legal Education Institutions.

In his House Resolution 1141, Lee said the decision may violate academic freedom. He also aims to determine remedial legislations needed in the existence of the LEB and its powers and functions.

The solon said in his resolution mandating 100 percent onsite classes will affect individuals who face geographical limitations, financial constraints, or personal circumstances that make attending in-person classes challenging or impossible.

He added online classes provide greater flexibility and can accommodate the needs of students who are working, have caregiving responsibilities, or are unable to physically attend classes due to disabilities or health concerns.

Lee stressed the board should have taken the strong opposition of different stakeholders into account to gain valuable insights of the needs, expectations, and concerns of their respective law students, faculty members, legal profession, employers, and the wider community.

The lawmaker added the board should adapt to the changing needs of a globally connected world while still upholding educational standards and supporting the aspirations of students.

“Online and blended learning approaches can preserve academic freedom while ensuring access, inclusivity, innovation and the advancement of legal education in the Philippines,” the lawmaker further stressed.
