SENATOR SEEKS REORGANIZATION OF BOY SCOUTS OF THE PHILS

SENATOR Nancy Binay is pushing for a measure reorganizing the Boy Scouts of the Philippines as an independent, voluntary, autonomous organization, instituting its new charter.

In Senate Bill 2419 or the proposed New Charter of the Boy Scouts of the Philippines, Binay wants to define the organization’s objectives, powers and functions.

The bill will in effect repeal the Commonwealth Act No. 111 which mandates the creation of Boy Scouts of the Philippines.

This aims to promote the ability of boys to do useful things for themselves and others, to train them scout craft, and to inculcate in them patriotism, civic consciousness and responsibility, courage, self-reliance, discipline and kindred virtues, and moral values, using the method which are in common use by boy scouts.

Binay said in her explanatory note, for over 70 years the BSP has become the largest, fast growing and most influential youth organization in the Philippines and in the world.

However, to better achieve its purpose of developing youth, the senator said it is necessary to make the BSP more responsive to the changing times.

She added to be consistent with the mandate of the World Organization of the Scout Movement, the proposed measure seeks to create a vibrant BSP, and independent, voluntary, autonomous and non-political organization, with no other aim but the development of young people in achieving their full physical, intellectual, emotional, social and spiritual potentials as individuals.
