SENATOR EXPRESSES DEEP CONCERN OVER PHILIPPINES’ STATUS AS ‘BULLYING CAPITAL OF THE WORLD’
Senator Sherwin Gatchalian on Tuesday (08 Apr 2025) expressed alarm over the Philippines’ continued status as the “bullying capital of the world,” citing the rising number of bullying incidents in schools nationwide.
In a committee hearing focused on bullying, Gatchalian revealed that from 2018 to 2023, the country has consistently ranked high in global bullying statistics — a troubling trend that highlights a growing national crisis.
He stressed the long-term consequences of unchecked bullying, warning that without early intervention, future generations may grow up immersed in violence and toxic behavior.
Gatchalian presented several videos showing violent school incidents, including cases involving stabbings and student fatalities.
While acknowledging the disturbing nature of the footage, he expressed deeper concern over what it reveals about the country’s future.
“It’s unacceptable to normalize violence in our schools. We must ensure the safety and well-being of our learners. This is not just about preventing harm — it’s about shaping what kind of people they grow up to be,” he said.
The senator emphasized the need to teach values such as empathy, respect, and responsible citizenship from a young age, urging schools to take a more proactive role in character development alongside academics.
He also called for the stronger implementation of anti-bullying programs, counseling services, and mental health support in educational institutions.
Gatchalian highlighted the urgency of fully enforcing Republic Act No. 12080, also known as the Basic Education Mental Health and Well-Being Promotion Act, which aims to provide comprehensive mental health services to students.
“This is not just a disciplinary issue. It is a mental health, social, and national development concern. We must act now — before more young lives are lost or destroyed by bullying,” he said.
