THE SENATE committees on Basic Education, Ways and Means and Finance approved the measure that seeks to establish an academic recovery and accessible learning program.

The Senate Bill 1604 aims to cover those who did not enroll starting in School Year 2020-2021 or those who are below the minimum proficiency levels required in Language, Mathematics and Science.

Reading and numeracy shall be prioritized in the ARAL Program.

There will also be a well-systematized tutorial sessions; well-designed intervention plans and learning resources; effective and accessible delivery modes for tutors and learners; careful determination and assessment of learners; involvement of curriculum and reading specialty and other stakeholders; well-chosen and trained tutors and learning facilitators; and adequate development of nutritional, social, emotional and mental health programs.

The ARAL program shall cover the essential learning competencies under the K to 12 Basic Education Curriculum.

Based on the program, the Department of Education will create mass awareness campaigns on media and through community engagement to encourage learners to re-enroll and return to school.
