POOR PERFORMANCE NG TESDA PINABUBUSISI SA KAMARA

NAIS ni Makati City 2nd District Rep. Luis Campos Jr. na busisiin ang performance ng Technical Education and Skills Development Authority, partikular ang mabagal na paggastos nito ng pondo para sa mga development program.

Inihain ni Campos ang House Resolution 1394 upang hilingin sa kaukulang komite sa Kamara ang pagsasagawa ng investigation in aid of legislation sa low budget utilization at mabagal na implementasyon ng mga programa ng TESDA.

Ibinatay ni Campos ang kanyang resolusyon sa pahayag ng Commission on Audit hinggil sa poor perfromance ng TESDA sa pagpapatupad ng Special Employment Training Program na pinondohan noong 2019 ng P2.1 bilyon.

Lumabas din sa record na noong 2019, kabuuang 64,196 scholarship slots na pinondohan ng P1.1 bilyon ang hindi nagamit ng TESDA.

“The COA report also noted that only 5.64 percent of 75,004 STEP graduates succeeded in getting employmengt compared to TESDA’s target of 65 percent,” nakasaad sa resolution.

Ipinunto rin sa resolusyon ang reklamo ng asosasyon ng Technical Vocational Institutions sa kabiguan ni TESDA Secretary General Isidro Lapena na ipatupad ang training programs na nagreresulta rin sa financial difficulties ng mga TVI.

“Despite the urgent need of our workers to acquire the necessary skills and traning, it is projected that 173,068 scholarship slots amounting to P2.6 billion will be unutilized by TESDA in 2020,” ayon pa sa resolution.

“It is unfortunate that while the entire Philippine Government, particularly Congress, treatyed with extreme urgency the enactment of Bayanihan 1 and Bayanihan 2 in order to appropriate the much needed funds to agencies in charge of supporting our people in this time of pandemic, TESDA fails to efficiently and effectively perform its mandate,” dagdag pa ni Campos.
