LAWMAKER WANTS TO INSTITUTIONALIZE PROVISION OF FREE LEARNING MATERIALS TO STUDENTS

MANILA Teachers Party-list Rep. Virgilio Lacson filed a measure that seeks to institutionalize the provision of free learning materials and other school supplies to public school students from Kinder to Grade 12.

In House Bill 2670 or the proposed Free Learning Materials and School Supplies Act, Lacson said providing free and adequate school supplies lessens the burden on students and teachers.

“Students will have more time and motivation to focus on their studies when they are well provided for. Students who are equipped with what they need for school have a better learning experience,” Lacson said in his explanatory note.

He cited a study conducted by Kids in Need Foundation in 2017 among 12,000 educators which showed that there is a correlation of free school supplies and the ability of the teachers in effectively delivering their lessons.

The proposed law mandates the Department of Education to identify and provide basic learning materials and school supplies to students from Kinder to Grade 12.

The Secretary of Education will also have to conduct a periodic review of the program, taking into account the changes in curriculum, method of instruction, among other factors, and recommend amendments as necessary.
