ACT TEACHERS Party-list Representative France Castro on Tuesday called for an inquiry on the recent distribution of inedible rice to teachers as part of their one-time rice allowance.

“Extremely late na nga ang pagbibigay ng rice allowance na ito at halos bulok na at di makain yung ipinamigay na sa mga guro. Nakakainsulto naman ito sa mga kaguruan at bakit ganito ang nangyayari?” Castro said.

The lawmaker said they received reports and complaints that the rice allocations given to teachers in Nueva Ecija, Mindoro, Bacolod City and Zamboanga del Norte were of the lowest quality, with some grains nearly rotten.

“Lubhang nadismaya ang mga guro sa napakababang kalidad ng bigas na kanilang natanggap dahil halos hindi ito makain. Manilaw-nilaw at may amoy ang bigas na natanggap sa Mindoro. Maitim at parang nabubulok na ang natanggap sa Nueva Ecija. Binubukbok na rin ang bigas na natanggap sa Bacolod City kung kaya ipinatuka na lamang ito ng ilang guro sa mga manok,” ACT Chairperson Vladimer Quetua said.

Based on the administrative order no. 2, s. 2022 sigend by President Ferdinand Marcos Jr. last December 16, 2022, public school teachers are entitled to a one-time 25 kilos rice allowance.

However, most of the rice allowance have yet to be distributed.

“The rice allowance should have been distributed last year but it is already June 2023 and still the rice allowance are not fully distributed. Sa ilang mga rehiyon, pinapirma na ang mga guro sa acknowledgment receipt kahit hindi pa naibibigay ang bigas,” Castro stressed.

“Gumastos ang pamahalaan ng halos P1.183 bilyon para sa rice assistance ng halos 1.83 milyon na kawani ng pamalahaan. Pumapatak na P25 kada kilo ang presyo ng bigas na ito na hindi naman makain ng tao. Mukhang naghanap lamang ang gobyerno ng pagtatapunan ng mga nabubulok na bigas sa mga bodega ng National Food Authority,” the group said.
