LAPID BILL TO IMPROVE ENFORCEMENT OF PROTECTION ORDER FOR WOMEN AND CHILDREN

SENATOR Manuel ‘Lito’ Lapid has filed a bill that aims to strengthen the enforcement of court orders to protect women and children.

Temporary and permanent protection orders are issued pursuant to Republic Act 9262 or the Anti-Violence against Women and their Children Act of 2004.

Such orders are issued to prevent further acts of violence against a woman or her child and granting other necessary relief.

Under Senate Bill 2143, a repository of protection orders will be created to give the police and other law enforcement authorities easier access to documents.

The measure mandates the Philippine National Police to maintain a central database for all valid and subsisting temporary and permanent protection orders.

“Malinaw ang responsibilidad ng ating gobyerno sa ilalim ng RA 9262 na protektahan ang lahat ng mga kababaihan at mga kabataan mula sa kahit anong pananakit at pananakot sa kanila. Sa ilalim ng panukalang aking isinusulong, gusto kong mas maging mabilis at epektibo ang pagpapatupad ng mga Temporary Protection Order at Permanent Protection Order, at mangyayari lamang ‘yan kung may isang database kung saan maire-record ang lahat ng iniisyung orders ng korte,” Lapid said.

“Sa ganitong paraan masisiguro na magiging mabilis ang pagtulong ng ating mga kapulisan na maipatupad ang mga protection orders. Hindi na rin kailangan pang mangamba ng mga biktima para sa kanilang kaligtasan,” he explained.

To make sure that the database will always be up-to-date, TPOs and PPOs shall be immediately registered to the central repository by the courts issuing the same.

With this measure, victims will not be burdened of the task of always providing certified copies of TPOs and PPOs whenever they ask for police assistance.

“Malaking bagay ang magagawa na may isang maayos na database kung saan naka-record lahat ng protection orders na inire-release ng mga korte. Malaki ang maitutulong nito para hindi na mag-aksaya pa ng panahon ang ating mga pulis para sa pagko-coordinate sa mga korte at maging sa mga biktima para lamang maipatupad ang mga protection orders na ito. Oras kasi na may database na, agad na makikita ito ng mga awtoridad at agad din nila itong maipatutupad,” Lapid said.
