BILL SEEKS TO END DOUBLE SHIFT CLASSES

MANILA Teachers Partylist Rep. Virgilio Lacson sought the approval of a measure that will prohibit all public elementary and high schools from conducting double shift class sessions.

In pushing for House Bill 5917 or the proposed Standardization of Classes and Facilities Act, Lacson said the double shift strategy was designed to accommodate the increasing number of enrollees and cover the lack of resources to fund construction of additional school buildings but it is not effective.

“Research shows that the said system, teachers perform multiple tasks and long hours of duty caused a weakening effectiveness in the classsroom and may affect students’ performance along with students receiving a poorer education,” he said in his explanatory note.

Citing records, Lacson said the Department of Education adopted the double shift session classes in public schools since School Year 2005-2006 to address classroom shortage.

“However, such strategy, will lead to students’ reduced knowledge and not have the opportunity to have enough extracurricular activities,” the lawmaker added.

Lacson said House Bill 5917 aims to monitor student performance.

The lawmaker added that the youth will receive quality education through a one shift class system.
