SOLON PUSHES SPED CENTERS IN PUBLIC SCHOOLS NATIONWIDE

/ 2 November 2026

SORSOGON  2nd District Rep. Manuel “Wowo” Fortes is pushing for the establishment of special education (SPED) centers in public elementary and secondary schools nationwide to expand access to educational and developmental services for children with disabilities.

Under House Bill No. 11515, Fortes seeks to institutionalize SPED centers in public schools, giving priority to underserved and marginalized communities.

In the bill’s explanatory note, Fortes cited persistent gaps in addressing the educational and developmental needs of children with disabilities, particularly during early childhood and school age, when early intervention is crucial.

The proposed measure seeks to provide sustained funding for SPED teacher training, specialization, scholarships, and professional development.

It also proposes additional compensation and incentives for SPED teachers, school personnel, and allied professionals to help address the shortage of qualified special education educators.

The bill further seeks to strengthen coordination among the Department of Education (DepEd), Department of Health (DOH), local government units (LGUs), and barangays to integrate developmental and therapeutic services into the education system.

It also highlights the importance of parental involvement through consultations and school-based activities, ensuring that families become active partners in the education and holistic development of children with disabilities.

Fortes said the proposed legislation aims to address the uneven and discretionary establishment of SPED centers and ensure more equitable access to quality special education services across the country.
