SENATE RATIFICATION BRINGS CLOSER TO ENACTING LANDMARK BUDGET LAW WITH HISTORIC EDUCATION FUNDING
SENATE Finance Committee Chairman Sherwin Gatchalian on Monday said the government is a step closer to enacting a landmark ‘people-first’ national budget following its ratification by both chambers of Congress, with education set to receive the highest level of funding in the country’s history.
Gatchalian said the ratified measure marks a major shift in fiscal policy by placing strong emphasis on human capital development, particularly education, alongside institutional integrity.
“The current budget measure, once signed by the President, would be a definitive turning point in terms of fiscal policy,” Gatchalian said. “It provides clear focus on investing in people, especially through education, while ensuring safeguards against the misuse of public funds.”
According to Gatchalian, the proposed budget allocates unprecedented resources to the education sector, underscoring the government’s commitment to improving learning outcomes, strengthening schools, and building a more skilled workforce.
He noted that sustained investment in education is critical to addressing long-standing challenges such as classroom shortages, teacher support, and access to quality learning across regions.
Beyond education, the measure also strengthens social services by expanding healthcare access, including additional support for the government’s zero-balance billing program, reinforced by the return of funds to PhilHealth.
Increased funding for agriculture is likewise included to enhance food security and boost farm productivity.
“By prioritizing education, expanding healthcare access, and supporting farm productivity, we are investing in a more inclusive economic development,” Gatchalian said.
