CHED REVIEWING CEBU NORMAL UNIVERSITY’S REQUEST FOR FULL ONLINE CLASSES

THE COMMISSION on Higher Education is currently reviewing the request of Cebu Normal University to continue conducting full online classes until the end of the year, following the damage sustained by its facilities during a recent earthquake.
During the Senate deliberations on CHED’s proposed budget, Senator JV Ejercito raised the issue and inquired about the status of CNU’s request, noting that aside from structural damage, the university was also found to have permit violations in the aftermath of the quake.
CHED Chairperson Shirley Agrupis explained that the agency has specific requirements and standards that higher education institutions must meet before being authorized to conduct full online learning.
She said universities must demonstrate their readiness, including having a functional learning management system, accessible learning modules, and reliable internet connectivity for both students and faculty.
“If these requirements are not met, we cannot allow the implementation of full online classes,” Agrupis stressed.
The CHED chief added that this is not the first time CNU sought to conduct full online instruction. She noted that the university had previously offered online classes without completing the necessary approval process while its facilities were undergoing renovation.
CHED said it will carefully assess CNU’s current situation to ensure that the mode of learning remains effective and that academic standards are upheld despite the university’s temporary shift to virtual instruction.
