OVER 10,000 INMATES COMPLETE BASIC EDUCATION; OVER 100 EARN COLLEGE DEGREES — DILG

/ 10 July 2025

MANILA — The Department of the Interior and Local Government (DILG) reported that more than 10,000 persons deprived of liberty (PDLs) across the country have completed their basic education while in detention, with over 100 earning college degrees.

According to the DILG, 10,739 PDLs have finished either elementary or high school through the Department of Education’s Alternative Learning System (ALS), while 107 inmates graduated from college under the College Education Behind Bars program.

PDLs enrolled in ALS also receive Time Allowance for Studying, Teaching, and Mentoring, as provided under Republic Act 10592, recognizing their efforts to improve themselves while serving time.

The Bureau of Jail Management and Penology (BJMP) is working to expand the initiative by forging new partnerships with colleges and universities nationwide.

“These results reflect the government’s commitment to holistic and meaningful rehabilitation,” the DILG said.

“Through continued investment in education and livelihood training, the DILG and BJMP are enabling PDLs to return to society as reformed and productive citizens.”
