LAWMAKER FILES 10 PRIORITY EDUCATION BILLS IN PUSH FOR INCLUSIVE AND SUSTAINABLE DEVELOPMENT

/ 2 July 2025

SENATOR Loren Legarda filed her first ten priority bills for the 20th Congress, with several measures focused on improving access to quality education and ensuring stronger collaboration between public and private learning institutions.

Among the key education-focused proposals are the One Tablet, One Student Act and the Complementarity in Education Act, which aim to address both digital and systemic barriers in the Philippine education system.

Legarda emphasized that these measures form part of her broader vision for inclusive growth, environmental sustainability, and social protection, particularly for marginalized and vulnerable sectors.

“These bills aim to uplift the lives of Filipinos while advancing a future that is just, equitable, and sustainable,” Legarda said.

The One Tablet, One Student Act seeks to provide every Filipino student with a digital learning device, ensuring that learners across the country—especially those in remote or underserved areas—have equitable access to education in an increasingly digital world.

Meanwhile, the Complementarity in Education Act reinforces the partnership between public and private schools, recognizing the vital role that both sectors play in delivering quality education and helping bridge learning gaps.

“We prioritized these bills as we believe they are timely and that we must act on them immediately to address the pressing needs of our society,” Legarda added.

In addition to her education measures, Legarda filed bills promoting climate resilience, labor rights, and social welfare, including the Low Carbon Economy Act, Living Wage Act, Magna Carta of Waste Workers, and Monthly Maintenance Medication Support for Senior Citizens Act.

Other proposals aim to support unpaid care workers, protect survivors of abuse, and promote sustainable livelihoods through microenterprise assistance and responsible use of marine resources.

“These bills are a continuation of my lifelong work to protect people and the planet. I look forward to working with my colleagues to pass these measures into law,” she said.

Legarda reaffirmed her commitment to championing policies that respond to the real and urgent needs of Filipinos. With the opening of the 20th Congress, she vowed to pursue the swift passage of these priority measures to help deliver long-term, meaningful change.
