This was the recommendation of Manila 3rd District Rep. Joel Chua as he admitted that the high level of heat index may also affect the learning of students.
Chua explained that implementing signal level for heat index may also be a guide for local governments whether to declare suspension of face-to-face classes or not.
At present system, while heat index level is being declared by PAGASA, Chua said it does not include its possible effect and actions to be taken by the LGUs.
The solon said once the weather bureau implements signal for heat index, every local government may approve ordinances containing policies on the suspension of face-to-face classes based on the signal level.
It can also be used as guidance for every government agencies, as well as for private offices.
