PIDS President Aniceto Orbeta Jr. said that it is important to review the data on the quality of learning in the crafting of education plans and policies.
“We should not be afraid of looking at the outcome of our exam scores because these will tell us how much we have learned,” he said.
A World Bank survey published in 2021 said that 80 percent of Filipino children “do not know what they should know.”
It added that only 10 to 22 percent of Grades 4, 5, and 9 students scored “at or above minimum proficiency” in three global examinations.
