BAGUIO City Rep. Mark Go has refiled his measure seeking to expand the mandate of the Commission on Higher Education.

House Bill 991 or the proposed Amended Higher Education Act aims to empower CHEd to exercise regulation over programs offered by all types of higher education institutions or HEIs.

This will allow the commission to exercise oversight and supervisory powers over local colleges and universities offering degree programs.

However, jurisdiction of the Bangsamoro Autonomous Region of Muslim Mindanao and foreign HEIs was not included in the bill.

The measure requires CHED to formulate a roadmap for higher education that shall set the general directions for educational policies and standards and ensure that higher education is accessible, equitable and producing locally responsive, innovative, and globally competitive graduates and lifelong learners.

The commission will direct the development and reform of higher education.
