COCOPEA PUSHES FOR STRONGER VAPE REGULATIONS TO SAFEGUARD SCHOOLS AND YOUTH

/ 20 March 2026

THE COORDINATING Council of Private Educational Associations (COCOPEA) reaffirmed its commitment to promoting a tobacco- and vape-free educational environment, as it continues to advocate for stronger protections for students and educators.

COCOPEA took part in a public hearing convened by the Senate Committee on Health and Demography on March 16 at the Senate, where lawmakers discussed proposed measures aimed at tightening regulations on vape and other tobacco products, including initiatives to ensure vape-free school campuses.

The hearing was chaired by Senator Risa Hontiveros, with Senators Pia Cayetano and Raffy Tulfo also in attendance.

During the proceedings, Hontiveros underscored the need to review and strengthen existing policies governing vaporized nicotine and non-nicotine products. She stressed that legislation must effectively protect public health, particularly the well-being of young people.

Lawmakers raised concerns over the rapid proliferation of vape products in the market, pointing to their colorful packaging, appealing flavors, and aggressive online marketing, which make them highly attractive and accessible to students.

The committee also examined the health risks associated with tobacco and vaping, assessed current age restriction policies, and explored measures to promote vape-free environments in schools.

COCOPEA Managing Director Atty. John R. Jacome attended the hearing alongside representatives from the Commission on Higher Education, Department of Education, Department of Trade and Industry, Department of Health, the Lung Center of the Philippines, and various other government and non-government organizations.

COCOPEA reiterated that safeguarding the health of learners and educators remains a top priority, as it continues to push for a tobacco-free educational landscape.
