LAWMAKER SEEKS REGULAR FINANCIAL AID FOR LEARNERS WITH SPECIAL NEEDS

BATAAN 3rd District Rep. Maria Angela Garcia has filed a measure providing regular financial assistance to learners with special needs, aiming to institutionalize a Special Education Support Allowance (SESA) program.

Under House Bill 8383, also called the proposed Special Education Support Allowance Act, Garcia seeks to supplement and strengthen Republic Act 11650 by providing a structured, monthly financial support system for qualified learners from low-income and vulnerable households.

SESA will provide a minimum monthly allowance of ₱2,000 to help offset the additional costs often faced by learners with disabilities, ensuring their access to education is not hindered by financial barriers.

Garcia emphasized that inclusive education is not only a pedagogical matter but also a social protection concern. Without targeted financial support, learners with special needs are at higher risk of delayed education, reduced employment opportunities, intergenerational poverty, and social exclusion.

“By providing a minimum monthly allowance of ₱2,000, the State affirms that inclusive education must be supported not only at the school level but also at the household level,” Garcia said, highlighting the program’s goal to empower families alongside students.

The bill seeks to institutionalize consistent support for learners with disabilities, promoting equitable access to education and reducing socio-economic disparities in vulnerable communities.
