House Bill 10567 which is a substitute bill for House Bill 9386 mandates the creation of a school to be administered and supervised by the Department of Education, in close coordination with the Philippine Sports Commission, for policy and program formulation and implementation, and technical assistance.

The school shall implement a general secondary education for students with considerable potential in sports.

The school curriculum shall have a significant emphasis on developing the athletic skills of students through subjects pertaining to physical education and sports.

Bill author and Baguio City Rep. Mark Go said establishing a sports high school in Baguio City would open a lot of opportunities for young athletes in Northern Luzon, which may be replicated in many strategic locations across the archipelago. 

In addition, Go said many studies have shown that training in high altitudes improves athletic performance.
