/ 29 October 2020

“Fraudsters are threatening the school community like never before. Not only are they sending malicious emails or online scams, they’re compromising our vulnerable children’s safety right where they’re supposed to feel secure,” pahayag ni Vargas sa kanyang explanatory note.

“The Constitution declares that it is the state’s policy to serve and protect the people, to prioritize education in order to promote patriotism and nationalism, and to recognize the vital role of communication and information in nation building,” paalala pa ni Vargas sa kanyang panukala.
