PASIG City Rep. Roman Romulo has underscored the importance of the Ladderized Education Act of 2014, saying the law has broadened access to higher education and created more opportunities for Filipinos to improve their skills and career prospects.

In a Facebook post, Romulo highlighted the significance of Republic Act No. 10647, one of the key education measures he championed. The law allows competencies and certifications earned through Technical-Vocational Education and Training (TVET) to be recognized and credited toward higher education programs.

According to Romulo, the measure ensures that learning and skills gained through technical-vocational training are recognized, enabling students to continue their education without having to start over.

“Every step in learning corresponds to an opportunity,” he said, emphasizing that the law promotes lifelong learning and continuous skills development.

The measure is implemented through the joint efforts of the Department of Education, the Technical Education and Skills Development Authority (TESDA), and the Commission on Higher Education (CHED).

It establishes ladderized education pathways, credit transfer mechanisms, and the recognition of prior learning, allowing learners to move more seamlessly between technical-vocational and higher education programs.

Romulo said these initiatives help expand access to education, enhance employability, and provide Filipinos with greater opportunities for career advancement.

He added that creating more education pathways enables more Filipinos to achieve their academic and professional aspirations while strengthening the country’s workforce development.
