Escudero filed House Resolution 2382 seeking to establish a specific reading teacher in every elementary school.
This will provide and strengthen the reading capability of Filipino children even if it would mean allocating additional funds for it.
Escudero noted the Philippines is among the five countries in the world that have greatly suffered in terms of educational system and the right to learn due to the late conduct or non-conduct of in-person classes brought about by the pandemic.
“The Philippine education has been criticized by international institutions, such as the UNICEF and the World Bank, for having poor education ranking that ranges from the quality of hiring and development of teachers, and school infrastructure, funding and management,” Escudero said in her resolution.
The solon also cited the new World Bank study showing schoolchildren in the Philippines struggled with studying offsite, resulting in a new high 90 percent learning poverty rate — which means that nine out of 10 Filipino schoolchildren by age of 10 cannot read and understand a simple text.
“This alarming state of Philippine education cannot be overstated. On the contrary, the Philippine government must act swiftly with effectiveness to address this quite important and alarming issue for it to be consistent with constitutionally enshrined State policies on education,” she added.
