SENATOR TO PROMOTE INCLUSIVE EDUCATION AMONG 4Ps BENEFICIARIES

/ 6 December 2023

SENATOR Joseph Victor “JV” Ejercito filed a measure promoting inclusive education, entrepreneurship, and employment for sustainable development among 4Ps adult beneficiaries.

Senate Bill 2496 aims to amend Republic Act 11310 or the Pantawid Pamilyang Pilipino Program.

Ejercito said at present, the 4Ps law provides conditional cash transfer grants of at least P300 per month per child for a maximum of 10 months per year for children enrolled in daycare and elementary programs.

While, at least P500 per month per child for up to 10 months per year for children enrolled in junior high school, and at least P700 per month per child for up to 10 months per year for senior high school.

The bill seeks to expand the 4Ps through the addition of an adult education component by encouraging at least one adult beneficiary from every 4Ps household to join and complete any of the following tracks of adult education: non-formal education through the Alternative Learning System; entrepreneurship track; or employment track.

The availment of adult education shall commence on the second year of enrollment in the program.

Moreover, this proposed bill seeks to grant adult education beneficiaries priority in the availment of the modalities and interventions of government programs after the completion of their selected track of adult education.

These programs include the ease of establishing a micro or small business and linkage to the target clientele, by the Department of Trade and Industry; job facilitation assistance by the Department of Labor and Employment and assistance to those who completed non-formal education through the ALS track to ensure their pursuit of higher learning or employment, by the Department of Education.
