SENATOR PUSHES FOR NATIONAL PUBLIC SERVICE COLLEGE

SENATOR Loren Legarda is advocating for the establishment of the National Public Service College to serve as the country’s premier training institution for future government leaders.

She introduced Senate Bill 2963, also known as the National Public Service College Act of 2025, aiming to develop a new generation of ethical and skilled civil servants.

Unlike traditional universities, the NPSC will offer a curriculum crafted by key government agencies to equip students with technical, administrative, and leadership skills tailored to public service.

“The youth are the future of our nation. We must harness their energy, innovation, and leadership potential by providing them with the tools and opportunities to shape governance,” Legarda said.

As of June 2024, employees aged 18-25 made up only 1.56% of the government workforce, while those aged 26-35 represented 29.63%. Despite this, those between 18-35 hold just 16.74% of elected positions, while the 36-65 age group dominates, accounting for 68.81% of the workforce.

These trends highlight gaps in technical expertise, ethical practices, and strategic planning within the civil service.

The bill aims to address these issues by producing 200 leadership-ready graduates annually, all of whom will be required to serve in government for a set number of years. Graduates will gain Civil Service Commission Level II Eligibility, facilitating their entry into public service.

The curriculum will include core courses in constitutional and legal frameworks, strategic planning, budgeting, procurement, and digital governance, along with specialized subjects like foreign affairs and disaster risk management. A focus on ethics and integrity will ensure graduates uphold accountability and professionalism.

The NPSC will offer free tuition, living stipends, and apprenticeship salaries during mandatory government internships. Additionally, CHED will explore offering the NPSC curriculum in other universities.

This initiative is designed to ensure sustainable, competent public servant training for future generations.
