DOLE LAUDS TESDA’S SKILLS PASSPORT MOBILE APP

THE DEPARTMENT of Labor and Employment (DOLE) expressed its full support for the Technical Education and Skills Development Authority’s (TESDA) latest digital initiative, the TESDA Skills Passport, aimed at strengthening the link between skills training, certification, and employment.

Launched on 05 February 2026 at the Makabagong San Juan National Government Center, the TESDA Skills Passport is a mobile application that integrates online learning, certification management, job matching, scholarships, and location-based support into a single platform.

At the launch, President Ferdinand R. Marcos Jr. reaffirmed his administration’s commitment to enhancing skills development and workforce competitiveness by bringing opportunities closer to Filipinos through increased government investment in education and training.

“Sa taong 2026, halos 20 bilyong piso ang inilaan na pondo para sa TESDA. Ito ang pinakamalaking budget na kanilang natanggap upang mapalawak naman natin ang mga programa sa scholarship at skills training. Ngunit bukod pa sa pagpaparami ng mga training at scholarship, lalo pa nating pinapadali at pinapalapit ang mga oportunidad sa ating mga kababayan,” President Marcos Jr. said in his keynote address.

The TESDA Skills Passport functions as a digital identity and portfolio, enabling users to securely store, manage, and present their skills and credentials.

Through the application, users can view their TESDA National Certificates and completed TESDA trainings, monitor active and expired certifications, and upload training certificates obtained outside TESDA.

Users may also generate a QR code-enabled digital resume that can be easily shared with employers and clients.

TESDA Secretary Jose Francisco “Kiko” B. Benitez said this feature makes workers’ skills “visible, verifiable, and valuable,” particularly for employers.

“The TESDA’s flagship digital innovation program — the Skills Passport — is designed to revolutionize the way we issue national certificates, disseminate information to our learners and partners, provide access to training and scholarships, and seamlessly connect our graduates to employers in one single mobile application. […] But more than a super app, the TESDA Skills Passport is also about ensuring that training leads to proper trabaho,” Secretary Benitez underscored.

The mobile application also supports post-training employability through its “Find Jobs” and “Find a TESDAn” features. Under “Find Jobs,” users can browse a consolidated list of vacancies from TESDA’s partner job platforms and filter results by skills, location, and salary. Meanwhile, the “Find a TESDAn” feature serves as a freelancing marketplace where TESDA graduates can offer their services and be matched with users seeking technical assistance.

Additionally, the app provides direct access to the TESDA Online Program, allowing users to explore and enroll in free online TESDA courses and receive personalized course recommendations based on their credentials and training history.

It also offers real-time scholarship updates synchronized with TESDA’s Biometric-Enabled Scholarship Registration System (BSRS), where users can view available scholarships by location or qualification, apply digitally through in-app forms, and track their application status via the app or the BSRS website.

Using GPS, the mobile application enables users to locate TESDA technology institutions, private and public TVET centers, and accredited assessment centers nationwide.

The TESDA Skills Passport is now available for download on Android and iOS devices.
