CONGRESS URGED TO ASSESS DECENTRALIZATION OF EDUCATION TO ARMM AND BARRM
LANAO del Sur First District Rep. Mohamad Khalid Dimaporo urges his colleagues to conduct a study and assessment of the devolved power of the national government on education to the Autonomous Region in Muslim Mindanao and the Bangsamoro Autonomous Region.
In House Resolution 478, Dimaporo said the findings of the study shall provide insights on institutional reform for the Department of Education in regards to decentralized and devolution.
The solon explained as part of the conclusion on the peace process between the National Government and the Moro National Liberation Front, the powers of the national government on education have been devolved to the autonomous region.
The Bangsamoro Organic Law and the previous ARMM Law also stated it should be a top priority of its Autonomous Government to establish, maintain, and support a complete and integrated system of quality education which shall be a subsystem of the national education system.
However, the newly created Second Congressional Commission on Education or EDCOM 2 was mandated to undertake a comprehensive national assessment and evaluation of the performance of the Philippine education sector for the purpose of recommending transformative, concrete, and targeted reforms in the sector.
This aims to make the Philippines globally competitive in both education and labor markets.
