BILL ON INSTITUTIONALIZATION OF ALTERNATIVE LEARNING DELIVERY MODES GETS HOUSE PANEL APPROVAL

THE HOUSE Committee on Basic Education and Culture approved the consolidation of a measure seeking to institutionalize the alternative learning delivery modes in the K-12 Basic Education System.

During a virtual hearing headed by the Committee Chairman and Pasig City Rep. Roman Romulo, the panel approved the integration of House Bill 8689 with the Substitute Bill on the proposed Public Emergency Blended and Flexible Act.

The measure, authored by Iloilo Rep. Lorenz Defensor, will be consolidated with House Bill 8680 filed by Representatives Lorenz Defensor, Michael Gorriceta, and Francisco Benitez

In their bills, the congressmen stressed it is the policy of the State to protect and promote the right of all citizens to quality education at all levels, and shall take appropriate steps to make such education accessible to all.

They further said the State must also establish, maintain and support a complete, adequate, and integrated system of education relevant to the needs of the people and society.

The measures mandate the establishment of the Alternative Learning Management Council to ensure a harmonized alternative learning delivery modes.

The management council will strengthen the structural capability and control mechanism in the effective delivery of learning modes at a larger scale.

The Department of Education shall adopt and institutionalize Alternative Learning Modes including Asynchronous, Blended or Hybrid Learning, Distance Learning, Homeschooling, Modified Hybrid, Modular Distance Learning, Online Distance Learning and Television and Radio-based Instructions.

The DepEd shall also formulate, plan, and conduct a series of capacity building workshops for teachers in the context of the technology-teaching environment.
