LAWMAKAERS PUSH DIGITAL MAKEOVER OF PH COLLEGES, UNIVERSITIES
SEVERAL lawmakers are pushing for the digital transformation of higher education institutions (HEIs) through a proposed measure aimed at strengthening their digital readiness and expanding access to technology-driven learning.
House Bill No. 10055, filed by Representatives Ferdinand Martin Romualdez, Yedda Marie Romualdez, Andrew Julian Romualdez, and Jude Acidre, seeks to institutionalize a comprehensive framework under the proposed Digital Higher Education Transformation Act.
The measure mandates the upgrading of digital infrastructure and internet connectivity in state universities and colleges (SUCs), local universities and colleges (LUCs), and other higher education institutions.
It also seeks to strengthen the digital capabilities of faculty members, administrators, and students through training in digital literacy, technology-enabled teaching methods, and research.
Under the proposed legislation, national standards would also be established for online and blended learning, microcredentials, and quality assurance to improve the delivery and credibility of digital education programs.
The lawmakers said the measure aims to empower HEIs to become hubs of innovation, inclusivity, and academic excellence while enabling them to respond to the changing demands of education and the workforce.
Through the proposed legislation, they seek to ensure that Filipino learners have greater access to quality, technology-driven education and that no student is left behind as the country transitions to an increasingly digital learning environment.
