UPLB STUDENTS SLAM SEN. MARCOS DEVCOM STATEMENT

/ 15 October 2020

THE DEVELOPMENT Communication student council of the University of the Philippines-Los Baños decried Senator Imee Marcos’ statement that Devcom “has been largely debunked” and is “old-fashioned”.

On a Facebook post, the students reminded Marcos that Devcom helped people to be aware of the issues in society.

“DevCom is a recognized field of study and practice that shapes agents of change who can help optimize the potentials of communication media, models, and strategies to raise social awareness and consciousness on issues that affect them,” the group said.

It added that Devcom has become more relevant because of people like the Marcoses.

During the budget hearing on Tuesday, Marcos questioned the Philippine Information Agency’s proposed development communication program.

“DevCom, even as a subject taught in universities, has been largely debunked. Hindi na siya uso eh. Wala na ngang course ‘yan sa iba’t ibang eskwelahan. Bakit papasok tayo sa DevCom unless we have a really revolutionary idea na bagong-bago na involves all kinds of feedback mechanisms, transparency efforts and interactive play?” she asked.

The group said that Devcom has always embraced concepts, principles, and practice of communication that can help facilitate development in marginalized communities where people’s voices are barely heard.

“For many decades now, its practitioners have been actively involved in crafting messages, producing various media, and facilitating different activities that are development-oriented, community-driven, and people-centered. More so, it has always been aimed at uplifting the quality of life of people and empowering them as active participants in the development of their communities and the country,” it said.

The Commission on Higher Education defines Development Communication as a field of study that covers the various ways by which humans communicate. It focuses on how verbal and non-verbal messages are used to create meanings in various contexts using various media platforms.

DevCom includes a broad range of subject matter from communication, natural and social sciences and other technical courses such as agriculture, health, and environment. This also includes the study of communication in interpersonal relationships, groups, organizations, and cultures.
