THE DEPARTMENT of Education and the Department of Budget and Management have partnered to advance the career progression of teachers.

DepEd Secretary Sonny Angara and DBM Secretary Amenah Pangandaman signed the Joint Memorandum Circular on Career Progression for Teachers and School Head Positions during DepEd’s Human Resource and Organizational Development (HROD) Convention 2025.

“Hindi natin madalas nakikita ang pundasyon ng isang bahay, pero dito nakasalalay kung tatagal at tatayog ito. Sa DepEd, ang pundasyon natin ay hindi gusali o sistema, kundi ang ating mga kawani—ang haligi ng bawat paaralan at bawat aralin,” Angara said.

“Strengthening our education system means fortifying the very people who run it.”

The event gathered HROD leaders, personnel, and stakeholders to effectively steer the workforce toward a transformative education system.
