MAGNA CARTA OF FILIPINO SEAFARERS’ IRR TO ENSURE EQUAL EDUCATION OPPORTUNITIES IN THE MARITIME INDUSTRY
SENATOR Raffy Tulfo expressed optimism that the Implementing Rules and Regulations (IRR) of Republic Act No. 12021, the Magna Carta of Filipino Seafarers, will provide equal opportunities in the maritime industry, ensuring access to education, training, and development regardless of gender.
Tulfo praised the signing of the IRR, calling it a result of extensive consultations and collaboration with all stakeholders to ensure the law’s provisions best serve the interests of Filipino seafarers, both domestic and overseas.
“The IRR ensures the protection of the rights and privileges of Filipino seafarers and addresses any issues they may face while performing their duties,” said Tulfo.
He added that the IRR also promotes full employment for Filipino seafarers and recognizes the role of shipowners, Maritime Higher Education Institutions, and recruitment entities as key partners in supporting Filipino seafarers.
Tulfo vowed to closely monitor the law’s implementation to protect the rights of seafarers and improve their working conditions.
