HOUSE COMMITTEE URGED TO PROBE RAPE OF 15-YEAR-OLD GIRL

GABRIELA Partylist Representative Arlene Brosas urged the House Committee on the Welfare of Children and the Committee on Women and Gender Equality to investigate the alleged rape, illegal detention and torture of a 15-year- old girl in Quezon province by members of the Philippine Army and Citizen Armed Forces Geographical Unit.

Brosas filed House Resolution 2469 and reminded that it is the mandate of the state to value the dignity of every person and to guarantee full respect for human rights.

Brosas said the victim claimed that she was raped and tortured while illegally detained by the Army from July 27 to August 13, 2020 in Quezon Province.

The victim alleged that she was detained in a small room in a camp and was interrogated, red-tagged and threatened by soldiers and CAFGU members.

She claimed that the Department of Social Welfare and Development forced her to make a statement saying that she voluntarily surrendered and that she refuses to go back to her mother.

The victim’s family filed charges of kidnapping and serious illegal detention with rape, violence against women and children, and child abuse charges against Leoven Julita, a CAFGU member, who allegedly raped the minor multiple times.

They also filed charges of torture against former Southern Luzon Command Chief Lt. Gen. Antonio Parlade, 2nd Infantry Division Major Gen. Arnulfo Marcelo Burgos Jr., 59th IBPA Commander Lt. Col. Edward Canlas and other members of the military.
