AT LEAST three solons filed a measure granting discounts on Basic and Education Services to underprivileged students at all levels, including those enrolled in Technical-Vocational Institutions.

House Bill 10373 or the proposed Underprivileged Students’ Discounts Act of 2024 was filed by Reps. Ralph Wendell Tulfo, Jocelyn Tulfo and Erwin Tulfo.

“Generally, education is being provided free in public schools nationwide. There are also academic scholarship programs which may be availed from various government and non-government agencies,” the solons said in their explanatory note.

The solons explained that students in the country are entitled to a mandatory 20% discount on domestic regular fares across various modes of transportation, including land, air, sea, and rail.

This discount aims at easing the financial burden on students, ensuring that they can access education without shouldering the full cost of transportation.

Some companies, while optional, offer student discounts on technology products, learning resources, streaming subscriptions, and apparel which serve as an opportunity to stretch the daily budget for school needs.

“Thus, saving money matters to a lot of students who have no full-time, income-earning capacity yet,” the solons stressed.
