QUEZON province 2nd District Representative David “Jayjay” Suarez filed a measure that aims to improve higher education institutions through a development research fund.
Under House Bill 7219 or the proposed Higher Education Institutions’ Development Research Fund Act of 2023, the youth will receive incentives when they pursue their ideas and foster a research-based and data-driven culture in tertiary education.
Suarez said that while there are currently sources of funding through the Department of Science and Technology and international and private groups, the bill will drive more opportunities to students in Higher Education Institutions.
“Unfortunately, research and development is not a popular or attractive option for many students, and the bill aims to encourage them to become important innovators and contributors to society,” he said.
Suarez said the constitution mandates the State to provide science and technology education, training and services and promote self-reliant scientific and technological capabilities.
He added that the State is also responsible for regulating the transfer of technology from all sources for the benefit of the country.
