SOLON EYES REVIEW ON CAREER PATH OF NON-TEACHING ACADEMIC PERSONNEL
PASIG City Rep. Roman Romulo has filed a resolution urging the Department of Education to review and draft policies concerning the career paths of non-teaching academic personnel in school division offices.
In his House Resolution 2052, Romulo cited Executive Order 174, signed by then-President Rodrigo Duterte, which established an expanded career progression system for public school teachers by defining career lines and creating new position titles, including Teacher IV to Teacher VII, and Master Teacher V.
Romulo also noted that on August 1, 2024, the Department of Budget and Management, Civil Service Commission, Professional Regulation Commission, and DepEd issued implementing rules specifying the positions and corresponding salary grades.
The lawmaker emphasized that the House of Representatives approved House Bill No. 10270, which institutionalizes career progression for public school teachers, last August 28, 2024.
Romulo also expressed concerns raised by the Philippine Schools District Supervisors Association Inc. regarding potential salary distortions between supervisory personnel and their subordinates due to these changes. The association has called for measures to address and prevent such disparities.
Thus, Romulo urged the House Committee on Basic Education and Culture to review staffing patterns and ensure that career progression for teachers does not lead to demotions or reductions in the salary, benefits, or privileges of current employees.
