SENATOR REITERATES NEED FOR STRONGER ANTI-BULLYING MEASURES IN SCHOOLS

SENATOR Sherwin Gatchalian has renewed his call for stronger anti-bullying programs in Philippine schools as the Department of Education reviews the implementing rules and regulations of the Anti-Bullying Act of 2013.

He stressed that the revisions must address persistent challenges in the law’s implementation and ensure a safer learning environment for students.

Gatchalian cited findings from the 2018 and 2022 Programme for International Student Assessment (PISA), which revealed that the Philippines recorded the highest incidence of bullying among Organisation for Economic Co-operation and Development (OECD) countries. According to the latest 2022 PISA results, one in three Filipino students reported experiencing bullying at least once a week, underscoring the urgent need for stronger interventions.

The senator emphasized that the revisions should correct inconsistencies in the law’s implementation, particularly gaps in policy coverage, uneven enforcement across schools, and the lack of trained personnel to handle bullying cases effectively. He called for a more comprehensive and standardized approach to ensure all schools follow strict guidelines in preventing and addressing bullying.

Gatchalian also linked bullying to mental health concerns among students, highlighting the significance of the Basic Education Mental Health and Well-Being Promotion Act. This law mandates the creation of a School-Based Mental Health Program, which aims to provide psychological support and foster a safer, more inclusive learning environment.

He urged DepEd and other stakeholders to prioritize student welfare in the revision process by strengthening teacher and school personnel training, establishing clear reporting mechanisms, and fostering stronger partnerships with parents and communities to cultivate a zero-tolerance culture against bullying.

With the upcoming revisions to the IRR, Gatchalian expressed optimism that the government can enforce more effective anti-bullying measures and address this long-standing issue in Philippine schools. He reaffirmed his commitment to advocating for stronger policies that protect students and promote a safe and supportive learning environment.
