LAWMAKER SEEKS FUND TO BOOST FACULTY DEVELOPMENT, RESEARCH
SENATOR Loren Legarda is pushing for a comprehensive and sustainable framework to strengthen faculty development and research capabilities in Philippine higher education institutions (HEIs).
Under Senate Bill No. 2262, Legarda proposes the creation of a Faculty Development and Research Fund that would provide sustained financial support for improving faculty qualifications, research capabilities, and professional development.
In her explanatory note, Legarda emphasized that the quality of higher education is closely linked to the qualifications, research expertise, and continuous professional development of faculty members.
She noted that many Philippine HEIs continue to face challenges in faculty development and research, including inadequate funding, fragmented program implementation, and unequal distribution of resources across regions.
The proposed measure seeks to establish a dedicated funding mechanism to support faculty scholarships, research grants, and other professional development opportunities aligned with national priorities.
It also aims to provide equitable funding opportunities for underserved and geographically isolated institutions, establish a national research repository, and strengthen the coordination of faculty development programs through the Commission on Higher Education (CHED).
The bill likewise proposes the establishment of a Professors of Practice Program, which would allow industry professionals to share their expertise and practical experience in academic institutions, making higher education more responsive to industry needs.
Legarda said the proposed legislation aims to raise faculty qualifications, expand research capabilities, and strengthen the role of Philippine higher education institutions in innovation and national development.
