LAWMAKER PROPOSES CREATION OF PNP EDUCATION BENEFITS FUND

SENATOR Grace Poe is pushing for a measure providing educational benefits to surviving children of members of the Philippine National Police who were slain or were permanently incapacitated in line of duty.

Poe made the endorsement through Senate Bill 718 or the creation of the PNP Educational Benefits Fund.

In her explanatory note, the senator said the Mamasapano incident will remind everyone that maintenance of peace and order is not without risk to those who pursue it or their families, particularly members of the PNP.

The measure proposes that all surviving children of PNP members who are killed or were permanently incapacitated in the line of duty shall be entitled to educational benefits from the time they are orphaned or from the time of permanent incapacity of the officer up to the completion of secondary education.

The benefits shall include tuition, and reasonable allowances for books, school supplies, transportation, clothing, and food.

The bill also mandates the creation of PNP Educational Benefit Trust Fund to be used exclusively for the provision of educational benefits.

The trust fund shall be funded from annual appropriations, proceeds from examination stamps, clearance and certification fees and other service income of the National Police Commission, proceeds from license fees for firearms and fines and penalties collected by PNP, all interest income of the trust fund and grants, donations and endowments.
