MAKABAYAN BLOC SEEKS PROBE INTO CHED’S PROPOSED GENERAL EDUCATION CURRICULUM OVERHAUL

THE MAKABAYAN bloc in the House of Representatives has filed a resolution seeking an urgent congressional investigation into the Commission on Higher Education’s (CHED) proposed Reframed General Education Curriculum Component, warning that it may weaken critical learning in colleges and universities.

Led by Rep. Antonio Tinio, the bloc filed House Resolution 999 calling for an inquiry, in aid of legislation, into the proposed overhaul of the general education curriculum in higher education institutions.

The resolution raised concerns over the removal of several general education subjects, arguing that the proposed framework could eliminate “vital subjects” that help students develop critical thinking, historical awareness, and social responsibility.

Lawmakers also criticized what they described as CHED’s market-driven and job-oriented approach, saying higher education should not be limited to workforce preparation but must also foster civic engagement and intellectual development.

The Makabayan bloc further warned of potential labor impacts on educators, noting that the proposed changes could remove nearly half of current mandatory general education courses, which may affect teaching positions and academic departments.

In the resolution, the lawmakers also accused CHED of failing to conduct sufficient studies and meaningful consultations with key stakeholders, including teachers, students, and academic experts, prior to introducing the proposal.

They urged CHED to withdraw the proposed Reframed General Education Curriculum Component (RGECC), review the existing 2013 General Education Curriculum, and conduct broader consultations with faculty organizations, discipline-based expert panels, and student representatives.

The proposed curriculum revisions have drawn criticism from various education stakeholders who fear the changes may diminish the role of humanities and social sciences in higher education.
